977 persons neglected the rules of stay in the border area

5 2nordThe Border Police officers, during 2013, registered 972 cases of violation of the border regime involving 977 persons. The majority of the offences, 660, were committed not because of lack of knowledge regarding rules of stay in the border area, but because of the ill-will. Similarly, a great number of illegal acts is represented by fish and wildlife poaching and deforestation. Thus, the Border Police officers detained 256 persons for poaching and 56 for felling of trees. Among the total number of the persons detained, the majority are the Moldovans - 925, followed by Ukrainians – 38, Romanian – 8, Russian - 3, an Azeri and two stateless.

In addition to cases of people trying to cross illegally the state border, resorting to various tricks, the Border Police officers identify Moldovan citizens or foreign citizens who disregard the rules of stay in the border area. In most cases, detainees were found to be residents of the villages set in the vicinity of the boundary; they either enter illegally, without announcing the closest Unit of the Border Police about their intentions, practicing illegal fishing or hunting, illegal felling of trees or performing various works without any authorization from the competent authorities. In the first month of 2014, Border Police officers detained 80 persons who ignored the rules of stay in the border area, all of them being Moldovan citizens.

In order to prevent such cases, the Border Police comes with some recommendations that shall facilitate the access of persons in the border area.

First of all, it should be mentioned that any entry, crossing of the persons and vehicles in the border area shall be carried out only in agreement with the representatives of the Border Police of the Republic of Moldova. The access to the border area is authorized under a permit issued by the territorial subdivisions of the institution by the Border Police officers. Thus permit is not required for people who live in the border area, traveling on roads that cross the border, as well as for employees of public authorities operating within the territory. Within the area of responsibility, the carrying out of the economic activities and those of other character by the natural or legal persons, must not harm the well-being of the population, the security of the Republic of Moldova and of the neighboring countries, as well as must not impede the maintenance and the surveillance of the state border.

The fishing is permitted during the day up to the state border and at night at least 500 m from the border. In 2013, this rule was disregarded by 243 persons.

The hunting along the border, on a 500 m segment of the boundary line inwards is prohibited. Up to this limit hunting is permitted only during the day light and with a prior notice. Similarly, shooting from gun and tracking of animals across the border are also prohibited. During 2013 there were registered 13 cases of wildlife poaching.

The works of exploration and exploitation of the subsoil are carried out only with prior approval of the Border Police, at a distance of at least 20 m from the border state.
In this context, the Border Police Department of the MIA appeals to all interested persons to be in the border area to show a conscientious attitude to existing rules at the border.
