The Border Police presented today within a meeting, the results of the first half of 2014. The event was attended by the Minister of Internal Affairs Dorin Recean, Deputy Minister of Internal Affairs, Veaceslav Ceban, head of the Cabinet of the Minister of Internal Affairs, Irina Mihalachi, the leadership of the Border Police, the officers from central and territorial subdivisions. The Balance was conducted in an interactive format and had a strong work character.
In his speech, the head of the Border Police, Dorin Purice, conducted a review of the most relevant achievements over the reporting period. The Head of the Department specified that the period under the review was full of events for both our institution and the Republic of Moldova in general. There were mentioned the specific contributions of the Border Police to obtain a visa free regime with the EU / Schengen states and the recent signing of the Association Agreement with the EU. Mr. Purice said also that border authorities faced various challenges, which it managed to overcome and achieve strategic goals. In the new context, the results obtained imply additional commitments for border policemen. They aim attending joint EU border security provided in the action plan for the implementation of the Association Agreement and the policies Matrix in visa liberalization field with the EU for the years 2014-2016.
In his turn, the Minister of Internal Affairs, Dorin Recean, called the facts of decision makers of the Border Police to continue the capacity building of human resources and training, communication and correlation between activities at the strategic, operational and tactical levels. He solicited, specifically, the increase of the operational capacity of the Border Police and insisted on the need for the development of the field of risk analysis, suggesting the increased use of mechanisms and analytical products within organizational and decision making spheres. However, the Minister has recommended boosting cooperation and communication relations between the subdivisions of the Ministry of Interior in order to identify and transfer the best practices in each areas of common interest. Thus, the information and the positive experiences should be used to identify and implement the best solutions for reform. Similarly, Dorin Recean reiterated the need to make the most effective assistance of international partners.
During the meeting, heads of departments presented both results and some failures and vulnerabilities, as well as the priorities of the next semester.
According to reports presented in the balance, the main statistical data related to the activity of the first half of the year are the following:
• Flow of persons – 6.27 million persons;
• Flow of transport means – 1.35 million units;
• Non-authorization of border crossings for different legal reasons– 1738 persons;
• Border legislation infringement – 1884 persons;
• Documentary fraud – 141 persons;
• Penal cases initiated – 176 cases;
• Stated offences – 1438 protocols;
• Illegal migration – 57 persons;
• Human trafficking – 9 cases (14 persons);
• Smuggling – 187 cases.
Considering the conclusions on the activity on the first semester of 2014, the strategic and institutional policy documents, the major objectives of the Border Police for the next period are:
• Increased level of surveillance and control of the state border, for the prevention and the combating of the illegal migration and cross-border crime by developing operational capability and potential reaction of mobile teams of investigators, special investigations and expertise in the documents;
• Continuation of the assimilation of the principles of integrated border management, through the joint effort of all the national authorities which have competence in the field;
• Improving human resources management by continuing the professional retraining of the staff, training of trainers on specific areas, the establishment of distance e - learning and developing standard procedures for recruitment, evaluation and promotion of employees
• Increasing the capacity of border intervention in all circumstances, in the context of the crisis situation in the proximity of the border of the Republic of Moldova;
• Enhancing the institutional and international cooperation in the exchange of information, joint risk analysis, organization and conduct of joint operations, staff training, border security and combating cross-border crime;
• Assimilation, further of EU standards by improving the legal framework of state border control and surveillance;
• Implementation of the actions arising from matrix policies of visa liberalization with the EU for the years 2014 - 2016;
• Completion of the new Integrated State Border Management Strategy 2014 - 2017.
