Border Police and EUBAM appreciates the qualitative stage and the performances registered in implementation of joint projects

1The fostering of the partnership relations, the open and pragmatic dialogue, identification and materializing of the proposals on new segments of cooperation launched in the framework of the bilateral meetings - were decisive factors in achieving the priorities proposed by the Border Police and EUBAM in 2014.

Today, November 19, at the joint meeting of the representatives of the Border Police subdivisions and field offices of EUBAM was assessed the bilateral cooperation, especially at regional level. The purpose of the meeting was to present a retrospective of the border authority activity, the progresses registered in the framework of joint projects and setting the priorities for 2015.
The Head of the Border Police, Dorin Purice, appreciated the EUBAM contribution in strengthening the border security, as well as the important role of the Mission in maintaining the partnership on integrated border management. He expressed his gratitude for the unconditional support of the proposals submitted to the Border Police, which were aimed at adjusting the priorities of the institutional reform to European norms, noting the contribution of experts of the Mission in achieving the commitments of EU-Moldova Action Plan and visa liberalization regime.

Dorin Purice reiterated the importance of holding the Meeting on the exchange of information between the Department of Border Police and the State Border Service of Ukraine on 22 August in the city of Odessa, organized at the initiative of EUBAM mission during which the experts have come up with valuable expertise and experience of other EU member states in the field, which subsequently produced favorable results for the parties involved. Also, specified an unique opportunity to develop interinstitutional and international cooperation and strengthening the border control measures aimed at preventing and combating cross-border crime by participating of the border policemen within the 12th joint operation "Olvia" at which participated the representatives from Moldova, Ukraine and international partners.

They reviewed the progress in the process of border demarcation on the Moldovan-Ukrainian sector, the assistance of experts of the Mission in assessment of needs and elaboration of feasibility studies in the context of EU budgetary support to implement liberalized visa regime and development of the projects in the framework of IBM Eastern Partnership Initiative.

In turn, Francesco Bastagli, Head of EUBAM, appreciated the evolution of the Border Police, listing among successful things the sustainable enhancement of the institutional capacities and those of the partnership. He has shown the willingness to provide further the necessary assistance reiterating the support by involving experts in all activity segments.He reconfirmed the support and openness to total and permanent cooperation to identify new mechanisms that will facilitate the border activity process.
Both the decision making factors of the Border Police and the representatives of EUBAM Field Offices presented as implemented solutions adopted in the previous meeting, which were the counseling actions offered by EUBAM during 2014 and the assistance the Border Police beneficiated under 10th Phase of the Mission.

At the end of the meeting, the head of the Border Police requested furtherthe support and the assistanceof the Mission, presenting a list of needs to achieve institutional goals proposed for 2015. These include various segments, especially the fight against corruption and measures to combat this scourge, improving the exchange of information and the possibility of unification of some components that deal with system of riskand criminal analysis, increase of mobile teams skills, including the continued development of the concepts of joint patrol and control.


Dorin Purice reiterated the need to maintain the format of meetings arguing that in such conditions are identified the deficiencies in all segments of activity and in common with international experts their resolution occurs without delay and the goals that are proposed by the institution are achievable.
We shall remind that on 19 November 2013 at the initiative of the Border Police, was held the first meeting in such a format of the representatives of the subdivisions of the Border Police and Field Offices of EUBAM, the predisposition for joint actions bear a consistent character.
